  • 16 Nov 2016 in National Assembly: adhere to the requirements of Section 13 of the statutory Act, 2013, which states that statutory instruments should be in accordance with the Constitution, the Act pursuant to which they are made, and any other written law if they are to be acceded to. This is very clear. I respect the rule of law. When we go to our constituencies, we do not use the Constituencies Development Fund (CDF), but mileage given to us by the National Assembly, to monitor and evaluate projects. Who pays us?   • 16 Nov 2016 in National Assembly: The Chairperson is saying that we can give the Senators Kshs1 billion, but there must be consultations with the National Treasury. It is very clear that the making of the regulation did not adhere to the requirements of Regulation 207 of the PFM Act, 2015. Hon. Wandayi is a lawmaker. He should amend that section if he wants to give the Senators Kshs1 billion. Do not play politics. view

  • 16 Nov 2016 in National Assembly: I switched to Swahili because that saying is in my community and I could not say it in English. There is a concern here of conflict of interest in Regulation 13 on the establishment of the Senate Monetary and Evaluation Committee. The membership of the Committee could compromise some Members who could be directly responsible for receiving and distributing funds.
