Hon. Temporary Deputy Speaker, I have no intention of scaring the Member for Kibra. I am only asking him to prepare himself psychologically for the battle ahead. Clause 15 seeks to amend Section 40 of the Elections Act to allow the Commission to partner with non-state agencies in the provision of voter education. These include religious groups. Clause 16 seeks to amend Section 43 of the Act to delete references to election offences which are proposed to be contained in a separate election law on offences. drafting, there is a consequential provision for the repealing of the election offences from the Elections Act, 2011 to the proposed new Election Offences Bill, 2016. Clause 19 seeks to amend Section 76 of the Elections Act, 2011. Basically, it is supposed to clarify the period for filing of petitions against an election of a Member of Parliament, county governor or a member of county assembly that begins to run from the date of the declaration of the results.
