This House is run by Standing Orders, practices and traditions. Amendments to this House are submitted 24 hours prior to the Committee of the whole House. Those amendments are on the Order Paper. Any further amendments can only be done with the concurrence of the Mover and the Chair of the Committee. If that is broken, it is going to be a precedent. I have no problem with Hon. T.J. Temporary Deputy Chairlady, with regard to procedure, when you are told to declare your interest with regard to an amendment or a further amendment, you have declared your interest and it has been confirmed that the amendment you are moving and your interests are related, it is better for another Member or the Chair to move the amendment and not you. This should go to the HANSARD. Are we creating another position of a Secretary to the Board, or are we retaining the Director-General of all these three organisations to be the ex-officio and Secretary to the Board? If the latter is the position, then I have no problem. It is a precedent of all Parliaments that when there is a conflict of interest, a Member has to declare. It is part of leadership and integrity. view
