  • 27 Jul 2016 in National Assembly: Thank you, Hon. Speaker. I rise to support this Bill because it should have been here in the 10th Parliament. Just like the way we passed the Public Appointments (Parliamentary Approval Act 2011) - it is now used by this House in the vetting process of the National Executive appointees; both the Cabinet and Principal Secretaries and other constitutional office holders who require National Assembly’s approval. What is happening in the counties is like a one man show. This is because County Executives or County Ministers are appointed without guidelines or provision in law. They are brought to the assembly ... view
  • 27 Jul 2016 in National Assembly: know the basic tenets of good bookkeeping, but because he comes from the clan of the governor or he is a stooge of the governor he is appointed. We must take good governance to county governments. Secondly, this law can only be used by an academically qualified county assembly. There are county assemblies where proceedings are done in vernacular because members cannot speak one sentence in Kiswahili or English. That is why we must put some basic educational qualification. A Form Four certificate is okay. If all MCAs can read and write and they have a Form Four certificate, then ... view

  • 26 Jul 2016 in National Assembly: Hon. Speaker, now that I am the sponsor of this Bill, I will take a middle ground. I will not take the position of both Hon. Jakoyo and Hon. Chepkong’a. Hon. Speaker, this Bill has been here since 2015. It is a Bill that will go to the Senate. I am sure the issues raised by Hon. Jakoyo are in place but they are supposed to be discussed in the Second Reading and opposed in the Committee of the whole House. However, with your permission, Hon. Speaker, I will ask that as we continue with the Second Reading, maybe on ... view

  • 26 Jul 2016 in National Assembly: Thank you, Hon. Speaker. First, I want to thank all the Members who have contributed to the Warehouse Receipts System Bill, 2015 which is very important. Basically, this Bill provides a legal framework for the development and regulation of Warehouse Receipts System mainly for agricultural commodities. It talks about the establishment of a Warehouse Receipts System Council. It also addresses marketing challenges which are associated with the cereals and the grains sub-sector in Kenya. view
  • 26 Jul 2016 in National Assembly: The Bill has also addressed a number of issues, mainly dealing with the establishment of Warehouse Receipts System Council, inspection and licensing of warehouse receipts. It deals with obligation and rights of warehouse operators within our country upon the receipts. It also deals with negotiations and transfers of receipts and many others. Without much ado, I want to thank all the Members. I am sure all the issues which they have raised will help in improving this piece of legislation when it comes for the Third Reading.
