I am sure the Clerk’s Office will also give us a list of all the pending reports in all committees so that we look at the committees to give priority. Secondly, I hope the Chair of PAC will also be very diligent when this Report is tabled. Last year, he kept calling us from abroad saying some things should be removed. The Bill deals with the Fourth Schedule of the Constitution in relation to the roads subsector. It will assign the respective functions to the two levels of government. Paragraphs (b) and (c) of Part One of the Fourth Schedule provide that the national Government shall be responsible for the construction and operations of national trunk roads, and the standards for the construction and maintenance of other roads by the county governments. Tomorrow being the last day of the current financial year, the President must sign into law the Second Supplementary Estimates Bill and the warrants that accompany them. He said “the number is depleted”. Hon. Speaker, the Committee Chair has asked for an extension. It is within time. The matter is serious.
