  • 9 May 2007 in National Assembly: Mr. Deputy Speaker, Sir, the answer that I have just given here is in relation to the Question that was asked by the hon. Member for Nyando Constituency. However, the problem of floods is common and the Government is trying its best to construct dykes. The construction of dykes, considering the cost involve, is a continuous process, but also maintaining the ones that are already constructed on a yearly basis is another factor to put into consideration. We are, therefore, maintaining, on a yearly basis, the dykes that have been constructed and at the same time extending them. view
  • 9 May 2007 in National Assembly: Mr. Deputy Speaker, Sir, I agree with the hon. Member that flooding is a common problem in the western region of this country. The short-term measures that the May 9, 2007 PARLIAMENTARY DEBATES 1231 Government is taking is the construction and maintenance of the dykes. However, the long-term solution only lies in trying to control the floods by constructing dams. This is being undertaken through the new initiative of the Western Kenya Community-driven Programme sponsored by the World Bank, which is being implemented through the Ministry of State for Special Programmes. We are liaising with that Ministry in terms of ... view
  • 9 May 2007 in National Assembly: Mr. Deputy Speaker, Sir, I would like to thank the hon. Member for that information. That is an administrative matter and it will be tackled immediately. view
  • 9 May 2007 in National Assembly: Mr. Deputy Speaker, Sir, I very much agree with the hon. Member that dykes are only a temporary solution. The long-term solution is being worked by the Ministry of State for Special Programmes. I had earlier indicated that I did not come with particular information from the Ministry of State for Special Programme to be able to give precise dates about the programme. However, the programme is at an advanced stage. All the designs and everything else has been done and it will kick of any time soon. view
  • 19 Apr 2007 in National Assembly: Thank you very much, Mr. Temporary Deputy Speaker, Sir. I stand here to support this Bill. I would like to congratulate the Minister for Justice and Constitutional Affairs for this important Bill which marks a milestone in the political development of this country. Mr. Temporary Deputy Speaker, Sir, since 1992, this country has been struggling to develop politically. Every other year, I believe, we have been improving and we should accept that and congratulate ourselves, as a country, for the development that we have so far made. There are quite a number of political parties in this country today. As ... view
  • 19 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, therefore, let us not try to oppose what we know is the reality on the ground in this country. Let us aspire to improve and remove the negative aspects of our political development so that this country can embrace good governance politically. Mr. Temporary Deputy Speaker, Sir, I come from a minority community in this country and I yearn to see that day when a person from the El Molo tribe will be the President of this country. I would like to see the day when a person from a minority community will lead this ... view
  • 19 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, if you do not mind, please, protect me from the hon. Members sitting on the opposite side. view
  • 19 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Constitution allows me to be where I am. I need your protection according to the Standing Orders of this House. Mr. Temporary Deputy Speaker, Sir, through this Bill, I believe this country will have an opportunity to fund fewer political parties that will take it forward. That way, I will be able to see a Mr. Weya, Mr. Ojwang and Mr. Odinga sitting on this side and a Mr. Odhiambo, Mr. Tuju and anybody else, sitting on the opposite side. We do not want to see a situation where all Ojwangs, Weyas and Odhiambos ... view
  • 4 Apr 2007 in National Assembly: Mr. Speaker, Sir, I beg to reply. (a) I am aware that Esirulo Water Project which is a community managed project stalled in 1994 due to mismanagement. I am also aware that most of the installations of this water supply were later vandalised. My Ministry, through the Lake Victoria North Water Services Board, will undertake capacity building of the beneficiary community with a view to improving the management of this water supply. No budgetary provision was made for this project in this current Financial Year, 2006/2007. However, the board will include the rehabilitation of this project in the budgetary proposals ... view
  • 4 Apr 2007 in National Assembly: Mr. Speaker, Sir, the Ministry has the intention of rehabilitating this project. Estimates have already been done with regard to how much it will cost. Kshs11 million will be allocated in the next financial year and that will be carried out by the board. view
