5 Sep 2012 in National Assembly:
Madam Temporary Deputy Speaker, I hope that the proposed Authority will get the necessary attention, just like all other regional development authorities, which are funded very well through the Exchequer, so that it can fulfil its mandate. There is no need of establishing the Authority if it is going to be treated like the Ministry. With due respect to my senior colleague here, the Ministry is not getting sufficient funding to enable it carry out its mandate. So, I hope that the proposed Authority will be funded properly to ensure that it carries out its mandate. The Authority is coming ...

29 Aug 2012 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, thank you very much for giving me this opportunity to contribute to this very important Bill. Before I say anything, I just want to pick up from a point which hon. Maina has raised. A few days ago, we lost a legend as a country, a man by the term “people’s watchman”. He got that name as a result of always agitating for the rights of the downtrodden and the poor. I am very much pleased by the efforts being made by our colleague, hon. Khalwale, to in a way stepping in his shoes to ...

29 Aug 2012 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, I am glad this Bill has come at an opportune moment and actually, it is long overdue. I hope that we will try our best as a country and as a House to ensure that we protect Kenyans from these conmen and women. Today, when you retire and you are 60 years old or 70 years old, the little that you get you decide to invest in these so-called schemes and it goes down the drain. You do not have the strength to do anything and then it becomes just like a death sentence. So, ...

24 Aug 2012 in National Assembly:
No, I am not. I served in an intelligence service in the past. Hon. Members, through the Chair; let us not be petty. Let us be serious. Let me explain what this means. I have been vetted before, but I never appeared before a panel of the organisation that vetted me. That is the kind of vetting being referred to in this case. It has nothing to do with appearing before a panel of officers to answer questions. Maybe, hon. Members have been confused by the interviews that were conducted in the recent past, in the process of filling up ...

22 Aug 2012 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, I thank you very much for giving me the opportunity to support this Bill. Honestly speaking, this Bill deserves better input from this House. I hope that the amendments that we envisage from the relevant Committee and various individual Members of Parliament will enrich it further. In fact, I was of the view that we should have a different threshold for elective offices – a threshold that is higher than that for any other public office – because we know the role that elective offices play in this country. We must avoid trying to self-preserve ...

22 Aug 2012 in National Assembly:
Madam Temporary Deputy Speaker, I thank you for giving me the opportunity to contribute to the Bill, at long last. I filed my request with the Chair the moment this Order was read out today, and I have been seated here since then. I do not want to dwell on that point but I think we should look into the discretion of the Chair in the future. Madam Temporary Deputy Speaker, any nation that does not have an intelligence service that stands tall to be able to seriously provide the necessary intelligence for its own security is not worth its ...

22 Aug 2012 in National Assembly:
Madam Temporary Deputy Speaker, the point I was coming up with is about the idea of trying to bar those who sat in Parliament to serve in the NIS. I do not agree with that provision. I very much agree with hon. Keynan on the amendment that he intends to bring. Who knows? I might turn up being a Director-General of the NIS one day. With those remarks, I beg to support.
