  • 15 Aug 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would like to take this opportunity to support this Bill and thank hon. Mungatana. As my sister has indicated, this Bill is long overdue. Coconut is one of the oldest crops in this country, and it is not any less important if given the right foundation in law, just like coffee or tea. Mr. Temporary Deputy Speaker, Sir, the one thing that is clear in this country is that there have been quite a number of areas where regional products that are predominant and have great value not only to the region where they ... view

  • 9 Aug 2012 in National Assembly: Mr. Deputy Speaker, Sir, hon. Members may have realised that there has been a bit of a delay in payments across the public sector recently. This follows the adoption of a new system of disbursement of funds to every public sector, especially after bringing on board the issue of counties in this particular financial year. So, while I may not necessarily be exonerating the Treasury from blame on this particular item, generally, there has been a delay, which affected even Parliament. Hon. Members know that even salaries and other payments within Parliament have recently been delayed. I would also like ... view
  • 20 Jun 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to reply. (a)Yes, I am aware of the Government directive that all public servants including those working for parastatals should travel Economy Class for flights less than two hours. The directive is being implemented and excludes Ministers, Assistant Ministers and Permanent Secretaries. However, officers wishing to travel First Class or Business Class are required to personally pay for the upgrading of the ticket. (b) All Accounting Officers and Chief Executive Officers have been instructed to ensure strict adherence to the directive by all officers accordingly. view
  • 20 Jun 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Question by the hon. Member talked about two aspects. First, he raised concern that despite the circular or instructions given by the Government, there are officers who still travel Business Class. In my answer in part “a”, I indicated that members of staff who want to upgrade their tickets to business are allowed. However, if there are cases that are known where Accounting Officers or Chief Executive Officers are giving authority for people who have not been authorized by that circular to travel Business Class to do so, then action will be taken if ... view
  • 20 Jun 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, it depends on what capacity the hon. Member is travelling for that workshop. If he is a Committee Member and particularly, if they are Members of the Chair’s Panel or Committee Chairs, I believe that they enjoy the same level of treatment as Assistant Ministers. Therefore, it is not a surprise that despite the fact that the circular states that, there are those Members of Parliament who are also entitled to that particular provision. However, I have taken the concerns raised by the Member of Parliament and we will revisit the measures that we have ... view

  • 20 Jun 2012 in National Assembly: Madam Temporary Deputy Chairlady, I think it is for the same reason that the Joint Chief Whip suggested that I actually oppose this amendment. He indicated that over the period that this Commission has been in existence, its members have stepped on many toes. It is for the same reason that we feel that we should actually cut on the bureaucracy to subject its members to fresh vetting again by the same people whom we feel they may have stepped on their toes. So, we need to oppose this amendment. We need to introduce an amendment to deny the President ... view
