Mr. Speaker, Sir, I beg to move:- THAT, paragraph 4 on page 16 of the Report be deleted entirely. Mr. Speaker, Sir, it came out clearly today the importance of county boundaries which are constitutionally covered. The next most important boundaries are those between constituencies. My amendment is raising concern over a recommendation by the Committee to consider a boundary issue between Fafi and Ijara which I do not know of its existence. Mr. Speaker, Sir, I beg to reply. (a) I am aware that persons with disabilities are being retired at the age of 60 years. The retirement is in accordance with the following:- (i) Office of the President Circular Ref.No.OPCAB/C/7A dated 20th March 2007 that announced the increase in the mandatory retirement age for public servants from 55 to 60 years with effect from 1st April, 2009. That is with the exception of judges, academic staff in public universities and research scientists. Mr. Speaker, Sir, I agree with the hon. Member regarding that particular statement made my colleague, Mr. Otieno, on the matter of extension of retirement age. However, when the decision to raise the retirement age for public servants from 55 years to 60 years was being made, a lot of factors were put into consideration. Mr. Speaker, Sir, we are not discriminating against persons with disabilities. We are simply balancing service delivery and being able to look after the welfare of some members of the public service. Therefore, it is very important as well that service delivery or performance is key. Mr. Speaker, Sir, I am not saying that all the persons with disabilities cannot perform. But there are cases. It is on a case by case basis! There are cases, of course, beyond the age of 60 years which might be questionable in terms of service delivery. I am not saying that all persons with disabilities cannot perform. I did not say that!
