The other issue he raised is regarding discrimination on the issue of performance. We have already gone over the bridge regarding that issue. The other Ministry in charge of Gender, Children and Social Development is already handling that issue, and will bring the necessary amendments and a reviewed policy, so that another circular can be issued. view

Member is on the statement made by Miguna Miguna, which he says touches on national security. However, I will take the responsibility of consulting the relevant Ministry on that bit as well and come with the Ministerial Statement next week on Wednesday. view

  • 13 Oct 2011 in National Assembly: Madam Temporary Deputy Speaker, I want to reiterate an earlier statement I made here that the court order was given on 29th August. As far as PSC is concerned, that decision had already been made and staff were not supposed to have been working by 1st May. By the time the order came, as far as PSC was concerned, the staff was supposed to have been out of service for nearly three months. view
  • 13 Oct 2011 in National Assembly: The PSC gives delegated authority which it supervises authorized officers on. When a decision is made by the PSC following an audit on the conduct of the authorized officers, its decision is binding and can only be contested in a court of law. It cannot be ordered by either the Ministry that is the policy setting organ or any other. It is independent. Hon.
