From her childhood days, she recalls that any kind of injustice to anyone made her hair stand on end. At the university, Agnes occasionally acted as the chairperson of her department and started the Ford Foundation International Fellowships Alumni Programme, which she has been chairing since. When Kwale residents threatened to boycott the 2013 elections during the infamous “Pwani si Kenya” unrest, she took it upon herself to offer free civic education to her community. Education tops the former lecturer of University of Nairobi main agenda during her term of service.

This Fund manager implements the investment policy. It will also show the periodic payments through the purchase of annuities, lumpsum payments, income, downturn and such other benefits as approved by the Board. That is towards the end of the Bill, in Clause 48, where, for example, it says that a person who – then it gives the various misdemeanours that might happen - commits an offence and is liable on conviction to a fine not exceeding Kshs5 million. Not exceeding Kshs5 million can be Kshs1. Not exceeding Kshs5 million or to imprisonment or a term not exceeding two years or both. This is too open.   • 5 Dec 2018 in Senate: In Clause 40 it states- “Before the commencement of each financial year, the Board shall cause to be prepared estimates of the revenue and expenditure of the Scheme for that year”. I think this is key and important. At the end of the day, annual estimates have been given in advance and this will allow good planning for payment of salaries, allowances and other charges as is indicated in the following sub-clause. All in all, it is a functional Bill apart from one or two issues that have been pointed out. view
