Dr. Agnes Zani

From her childhood days, she recalls that any kind of injustice to anyone made her hair stand on end. At the university, Agnes occasionally acted as the chairperson of her department and started the Ford Foundation International Fellowships Alumni Programme, which she has been chairing since. When Kwale residents threatened to boycott the 2013 elections during the infamous “Pwani si Kenya” unrest, she took it upon herself to offer free civic education to her community. Education tops the former lecturer of University of Nairobi main agenda during her term of service.

  • 3 Jul 2013 in Senate: Thank you, Madam Temporary Speaker. I stand to support the amended Motion and to really thank the team who came up with the amendments. These amendments will add a lot of value to it. I am also happy with the decision of converting this Motion into a Bill. I think this is really going to help many Kenyans who have been struggling to get their benefits as they will now be able to do so expeditiously. • 26 Jun 2013 in Senate: Mr. Speaker, Sir, I beg to reply. I would like to thank all the hon. Senators for the way they contributed to this Motion in a very articulate, focused, profound and insightful manner that really helped to make this Motion a better one through amendments and amendments to amendments. As the Motion stated, this is about counties and ensuring that we are able to exploit natural The electronic version of the Senate Hansard Report is for information purposes only. • 26 Jun 2013 in Senate: Thank you, Mr. Speaker, Sir. I just wanted to say that the delegation process is clear. There is a process for the clerks to check that the designation has been formally done so that when a Senator stands, she or he can proceed to vote directly rather than stand and say that they are representing somebody. That process should be entered into before or prior to the actual voting. view
  • 26 Jun 2013 in Senate: Thank you, Madam Temporary Speaker. Because of time, I will be very brief. The issue of digitization and laptops cannot fail to arise when we are talking about teachers who need to be paid and looking for solutions and finding ways where we think there are resources that can be diverted to teachers who are very important in this society. There is no other society apart from the Kenyan society where there is such inconsistency in education. In no part of the world would you hear that students or children have not gone to school either at primary, secondary or ... view
  • 19 Jun 2013 in Senate: Thank you, Madam Temporary Speaker. The long term development strategy that led to Vision 2030 was very critical in establishing the YEDF. Catherine’s Motion is very different. She is proposing for a Graduates Enterprise Fund. The range of youth is very, very amorphous and one fund does not necessarily negate the use of another fund. view
  • 19 Jun 2013 in Senate: I find that the distinction in the youth that Catherine is talking about is because we have youth. For example, the Kenyan educational system tends to have transition rates at various points for various reasons. This is the reason why the 8-4-4 system of education was introduced in this country. It was to ensure that, for example, at the various levels and specifically, at year 8, pupils are able to be taught technical skills; at Form Four, they would have different sort of skills, and after university – and this is also linked with the whole thing of relevance in ... view
  • 13 Jun 2013 in Senate: On a point of order, Madam Temporary Speaker. I stand on a point of order following the request by Sen. (Dr.) Machage with regard to Standing Order No.51(3) “Despite paragraph (2), the Speaker may, on the request of a Senator, defer the putting of the question to the following day in which case the Speaker shall thereupon nominate a time at which the question shall be put.” I stand to request that the Question be put on Tuesday, 18th, June, at about 3.00 pm due to lack of adequate quorum at this moment. • 23 May 2013 in Senate: Mr. Speaker, Sir, Kenya and, indeed, the whole world is watching to see how the Parliament of Kenya is conducting itself. They are watching to see how hon. Members in both the National Assembly and the Senate are conducting themselves. I think it came as a shock to many Kenyans to watch the arguments which, unfortunately, were in public. This created a level of shock. People were wondering how the future will be. What is going to be the future for the implementation of this Constitution and the devolution? I would like to congratulate you for stepping in to make ... view
  • 22 May 2013 in Senate: Thank you, Mr. Speaker, Sir. I beg to move the following Motion:- THAT, aware that various counties in Kenya are endowed with natural resources such as oil deposits, wildlife, minerals among others; appreciating that their capability to exploit and utilize the resources varies according to economic and technical potential; cognizant of the fact that under the devolved system of government, the county’s role in the creation of national revenue is critical; concerned that there may be no direct and proportional share on the basis of the revenue that a county is able to generate since equitable sharing of revenue raised ... view
