Madam Temporary Speaker, I thank you for giving me this opportunity to contribute to this Bill. From the outset, I support this Bill. This is an amendment Bill that seeks to align it with the Constitution. It is very clear in the Fourth Schedule. The distribution of functions between the national and county governments has been clearly stipulated. I refer to county government’s specificity in terms of what they are meant to do. On a point of order, Mr. Temporary Speaker, Sir. I have been listening to Sen. (Dr.) Khalwale talking and I am wondering whether he is in order to mislead us about the interpretation of Clause 1(a) which states that a person elected under Clause 1 for a seat in Parliament or a county assembly shall be eligible for re-election under Clause 1 for two terms only. On a point of order, Madam Temporary Speaker. Is Sen. Obure in order to mislead us that some of these officers do not have power in the development of policies and plans? This is because if we look at the jurisdiction and what has been given in the County Government Act, the sub-county administrator and ward administrator have specific functions that have been given. The sub-county administrator is responsible for the coordination of various things, including the development of policies and plans. The same is also given for the ward administrator.
