Dr. Agnes Zani

From her childhood days, she recalls that any kind of injustice to anyone made her hair stand on end. At the university, Agnes occasionally acted as the chairperson of her department and started the Ford Foundation International Fellowships Alumni Programme, which she has been chairing since. When Kwale residents threatened to boycott the 2013 elections during the infamous “Pwani si Kenya” unrest, she took it upon herself to offer free civic education to her community. Education tops the former lecturer of University of Nairobi main agenda during her term of service.

  • 31 Oct 2013 in Senate: Mr. Deputy Speaker, Sir, I just wanted to clarify that a job analysis really starts with, first of all, the job description and then the actual job evaluation that comes as a result. The reason being, first, to understand what the job is meant to be and then you get the right person to match the job. I think through an elective process, it was impossible to know in advance who was going to be elected to be an MCA. Therefore, the specific qualifications that should have been needed as such so that you have specific job specifications to match ... view

  • 24 Oct 2013 in Senate: Thank you very much, Mr. Deputy Speaker, Sir. I think the issue of defilement and incest is quite rampant. I think the level of interrogation from this Report does not befit the level of the problem that we have. For example, I have looked at the figures, and on defilement, we have cases going up to 413 which are pending before the court and the nexus of this question was to ask what the Government is doing to actually ensure that such defilement is controlled and eradicated and that people are actually put in a position that it is punishable ... view

  • 16 Oct 2013 in Senate: Thank you Madam Temporary Speaker, for this opportunity to support the adoption of the Report of the Sessional Committee on Devolved Governments and the Standing Committee on Legal Affairs and Human Rights after their visits to Mombasa and Kilifi counties; their recommendations and insights. It would be a good idea if we had more counties being visited, if possible, so as to find out how they are moving on with devolution. We should know what issues are coming up and make recommendations to address them. That way, we will address problems facing devolution at various counties long before they become ... view
  • 16 Oct 2013 in Senate: resources accrued to the county make it possible for the development agenda to take place. That notwithstanding, this is an issue that the Senate will have to look into. As much as revenue allocation is done, the level of deficit per county does influence development for the county and, more so, the lack of information from the citizens about how much is used. This creates very high expectations for those counties. I believe that the money has now been allocated and everything should be done. But sometimes, that is not the case. Some counties have done audits of their human ... view
