9 Oct 2013 in Senate:
There are other roads with many lanes that make it impossible for this to be done. This country needs to decentralise emergency systems in counties and even at constituency level. We should ensure that we have emergency centres that are not necessarily within the central business district so that when there is a need to get to fire- fighting equipment to a particular site, there is a way it can get there. That will enhance the response within the constraints that we have. Such emergency responses in all counties will help to ease up this situation. This situation also exists ...

8 Oct 2013 in Senate:
Madam Temporary Speaker, thank you very much for giving me this opportunity to contribute to this Motion. It is important that when you are a Kenyan, that you get an identification card to identify you as a Kenyan. However, the situation we are talking about here is very complex. It is not just a question of saying “I want to be a Kenyan because my parents are Kenyans.” We have a set of people who have changed their status from being Kenyans, for whatever reason. This creates a complexity that we cannot overlook. For one reason or another, their identification ...

Kajwang has done that in detail and so has Sen. (Dr.) Khalwale, but just to add that we could also use technology to identify people. We could take their thump prints so that we make a follow up of records and that will make it very easy for us to know who is who. Of course, we have done away with the idea of compensation, ...

25 Sep 2013 in Senate:
Thank you, Madam Temporary Speaker, for this opportunity to contribute to this important Motion. There is need to ensure that, in counties and the nation as a whole, appropriate development is enhanced. Most counties have their goals. We have goals at the national Government level. We also have various players both at the counties and at the national level. However, the level of communication and coordination within the county, among counties and between counties and the national Government can be enhanced if we enhance the use of ICT. In fact, it would have been impossible to think about the level ...
