a school, they gave foodstuff to the county, they gave different things to a government and private entity and they were not paid. This Bill creates the idea of interest, so that there is a penalty for the institutions or the individuals who do not pay the money on time so that there is an element of a pinch. We have to look at it as something that will be punitive and help the individuals, but at the same time help the counties. “A procurement entity shall pay a supplier by the prescribed payment date”. Most of the times after offering services, there is no clear indication of when payment will be done. A person is told to come tomorrow or next week. So, this Bill initiates and put into motion some level of definiteness where we have the prescribed dates and the payment dates.
