Dr. Agnes Zani

From her childhood days, she recalls that any kind of injustice to anyone made her hair stand on end. At the university, Agnes occasionally acted as the chairperson of her department and started the Ford Foundation International Fellowships Alumni Programme, which she has been chairing since. When Kwale residents threatened to boycott the 2013 elections during the infamous “Pwani si Kenya” unrest, she took it upon herself to offer free civic education to her community. Education tops the former lecturer of University of Nairobi main agenda during her term of service.

  • 9 Jul 2019 in Senate: system can be put into place that can enable counties to collect their revenue. That technological system has no pattern to it so far. This is something that MCAs and CECs must sit, begin to think and project how that system can come about. It is a collaborative effort. Therefore, once we have the micro system in place, then counties can feed into it. They can try to adjust it here and there, where necessary, to suit specific needs of counties because all counties are not the same. There will be some sort of uniformity. This is key. • 9 Jul 2019 in Senate: “The County Executive Committee Member for finance shall ensure that the county revenue collection system under subsection is adapted to a better bigger system- (a) is transparent, efficient, effective and verifiable; (b) is simple and easy to use; (c) is properly managed and controlled to ensure accountability; (d) is adequately secure to prevent any fraud, losses or any other violations’ (e)respects and promote the distinctiveness of national Government and the county governments; and, (f) is separately accounted for and reported on. Once this is put into place and the system is adequate and useful, it will be easy to see ... view
  • 9 Jul 2019 in Senate: the provisions for this particular Bill are adhered to. Right now, the own-source revenue is becoming the way to go. There might be other Bills on the way in terms of own-source revenue and a broader perspective of this. All put together, this simple process of amending this specific provision at Section160 and expanding it to A, B and C gives us a good platform to begin addressing the issue of collection of own-source revenue within the counties. With those remarks, Madam Temporary Speaker, I beg to move and request, Sen. Cherargei to second. view
  • 4 Jul 2019 in Senate: Mr. Deputy Speaker, Sir, I would like to commend the Committee on Finance and Budget for the work that they do. You can see the systematic way in which they have been conducting their affairs. They considered a lot of business that goes into that particular Committee and specifically the way they have dealt with the Division of Revenue Bill (DoB) and the Division of Revenue Act (DoRA). The policy that they have mentioned for own–sourced revenue is going to be critical because it is a hot issue that is coming up across the counties. Bringing together all the stakeholders ... view
  • 4 Jul 2019 in Senate: Thank you, Mr. Deputy Speaker, Sir. I stand to support the adoption of the Report of the Mediation Committee. First, let me start by commending the team that was appointed for the mediation. From the outset and looking at how things went on in that Committee – starting with the selection of the various Chairpersons and Vice Chairpersons, the representation of the Houses and also the time it took to mediate – there was a lot of order. By the third sitting, you had been able to arbitrate among yourselves and decide the way forward. view
  • 4 Jul 2019 in Senate: Mr. Deputy Speaker, Sir, this seems to be the way most Bills are going to go, putting into consideration Article 110(3) and its provisions, and how difficult it has been The electronic version of the Senate Hansard Report is for information purposesonly. • 4 Jul 2019 in Senate: for us to make this determination. However, even with that, given that now we are in a bicameral system, where each of the Houses has specific interests, you will notice that we are getting more and more of this. This is especially so when we are now devolving most of the things that were at the national level and infusing the very important devolution component, which is very critical, and which is contextualised specifically in the Senate. view
  • 4 Jul 2019 in Senate: In that light and having heard the Mover of this Motion when he was speaking, it is a clear indication that it was possible during the mediation, for them as the Mediation Committee, and infusing their views to the National Assembly to bring to light some of the key issues that are at the counties. view
  • 4 Jul 2019 in Senate: Mr. Deputy Speaker, Sir, you will realise that even when we are talking about both the Division of Revenue Bill (DORB) and the Division of Revenue Act (DORA), we have the same situation. A good example is where we feel, at the level of the National Assembly, where the argument is whether they should send more money to the counties since it will be misappropriated. view
  • 4 Jul 2019 in Senate: Another view specifically held by Senate is that, that money needs to go to the countries and it should be well managed, because it will serve the people of the counties, who are the same people that the Members of the National Assembly serve. Therefore, this idea, that we are able to infuse into arguments and the Mediation Committee from the Senate perspective, is very important. view
