  • 6 Dec 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I support this Motion. I was worried when an amendment was introduced by one of my colleagues. The intention is to inculcate a culture in schools that will help every child understand that trees represent life and hence the need for every child to plant and take care of a tree. In my community, there is a saying that goes: “One that will have the fruit must climb the tree.” It means that if anybody would like to enjoy the shade, medicine and the beautiful scenery of this world, he must plant trees. The ... view
  • 6 Dec 2017 in National Assembly: This will not require a culture where we need to pump money but one where we inculcate this kind of teaching to our children in our institutions and households. That way this will become a function which will cut across all departments and not only the Kenya Forest Service but also Provincial Administration so that chiefs in their performance will target tree planting as a must in the villages and sub-locations where they hail from. We should give incentives to those who practise tree planting in this country and not only congratulate them. We should also encourage the non-state actors ... view
  • 29 Nov 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support this Motion. I am cognisant of the fact that traffic conditions in this country have subjected Kenyans to a lot of stress, pollution, waste of time and fatigue. I am also cognisant of the fact that in Kenya, there is a culture where people do not give priority to emergency vehicles that are on emergency calls. This contributes to obstruction which always leads to loss of life. Under these circumstances, it is then necessary to have lanes that are purposely meant for emergency vehicles and hence the need for this ... view
  • 29 Nov 2017 in National Assembly: Thank you. I am saying that visibility by those providing emergency services at times is not enough. Hence the need to upscale, make it uniform and ensure that lives are not lost as a result of obstruction of emergency vehicles. We must propose harsh penalties to discourage such habits because this is what is happening in Kenya today. I will advise the Mover of the Motion to ensure that we propose harsh penalties for individuals trying or willing to obstruct emergency vehicles. view

  • 28 Sep 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. Before I make my contribution on ratification of the East African Protocol, I take this opportunity to make my maiden speech. First, I congratulate you for having been elected to that position. I have no doubt you have what it takes to perform. I listened to your contribution and, with no doubt, it was full of wisdom. I agree you are up to the task. Let me thank the people of Wajir North Constituency for having given me an opportunity to represent them in this House. They overwhelmingly The electronic version of the Official ... view

  • 28 Sep 2017 in National Assembly: My constituency is faced with severe drought and loss of livestock. We are all aware that the livelihood of the population in northern Kenya is livestock and their products. The women and children happen to be the most affected, but unfortunately most of our attention is on the upcoming elections. Northern Kenyan seems to be totally forgotten with regard to interventions concerning drought. The latest report by the Kenya Food Security Steering Group depicts that most of the counties are facing one of the worst droughts with a high mortality rate of livestock, high level of malnutrition and conflicts related ... view
  • 28 Sep 2017 in National Assembly: It is high time we shifted our attention from the election to issues which our constituents are facing. Our role is not only legislation and oversight but also solving serious problems facing our constituents. I believe the Steering Committee tasked with coming up with the Supplementary Budget will look into this considering the high vulnerability level of counties in northern Kenya. They should set aside funds to carry out immediate intervention for the drought stricken population. I am also aware that most Ministries in the national Government are not undertaking the necessary interventions and the few non-state actors conducting intervention ... view
  • 28 Sep 2017 in National Assembly: It is my believe that the Steering Committee will look into this issue and at least give a budget for drought invention for northern Kenya, particularly Wajir County and more so Wajir North Constituency. I am also congisant of the fact that this is an extraordinary time which requires extraordinary contribution and leadership from Members in this House. No doubt it is the first time in history that we are doing repeat elections. As representatives of the people we are expected to carry ourselves with a high level of maturity, act as arbitrators and most times be involved in issues ... view
  • 28 Sep 2017 in National Assembly: I do not believe that the review of the election laws will be a solution to the unique challenges this country is facing. I believe that better negotiations and a negotiated settlement are the solution to the unique problems this country is facing. I hope and believe that Members, during recess, will come together to see how best they can unite this country. I also believe that the leadership of this House will act as a symbol of unity which brings us together so as to forge unity for this country. With that, I strongly support the ratification of the ... view
