However, as it has already been said, I think it is important that county governments become cognisant of the vulnerability level of the different sub-counties in the counties, just like the national Government is doing. The idea of giving funds to the county governments is to ensure that they fully undertake their mandate.   • 15 Mar 2018 in National Assembly: my hope that accountability at the county level will improve. It is my hope that, as this House passes this Bill, the accountability level will improve. I am shocked that there is a high level of maternal deaths as a result of poor health services and poor roads. The two functions happen to belong to county governments. It is my hope that transparency and accountability will improve at the county level. Having said that, I am happy that this Bill has been passed by the National Assembly.
