  • 12 Jun 2018 in National Assembly: Hon. Temporary Deputy Chairlady, I rise to oppose this amendment. The Chair has been clear, concise, convincing and focused, but he missed one point. Resource allocation is informed by priorities. Therefore, we must rank our priorities clearly for us to allocate resources correctly. We are all aware that roads in the constituency level have been in a pathetic situation and this was further worsened by the recent rains. view
  • 12 Jun 2018 in National Assembly: I want to inform you that four deaths have occurred in my constituency including a fourth-year law student at the University of Nairobi, Ibrahim Gedo Harakhe, who recently passed away as a result of poor roads. Also, a maternal death occurred where a mother was referred to another hospital and the ambulance could not access the referral point due to the poor condition of the roads.   • 12 Jun 2018 in National Assembly: As a result, we must have our priorities clear. No reallocation of a single shilling can be made from the infrastructure sector. If we want to increase the budget for the NYS, we better look at other allocations but certainly not from the infrastructure, which is there to save lives. view
  • 6 Jun 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I also rise to add my voice to the Budget and Appropriations Committee’s Report. I congratulate them for a job well done. However, I also have reservations on the reallocation they have made just like Hon. Rehema has raised. To the best of my understanding, this budget-making is guided by BPS ceiling, Medium Term Plan III, Vision 2030 and the MDS strategic plan.   • 3 May 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support this Motion. From the outset, let me be very clear that this Fund was established under Article 204 of the Constitution. There was no reason for the National Treasury to delay the implementation of this Fund. Like any other fund, we expected to have implementation of these funds very fast. This Fund is meant to improve and upscale vital issues like water, electricity, health and others. view
  • 3 May 2018 in National Assembly: The identification of 14 counties was done based on certain existing criteria. The CRA was cognisant of the fact that there was a devolved fund. Mandera is one of the counties receiving good allocation in terms of devolution. It is one of the most marginalised counties in this country. Indeed, the maternal mortality rate of Mandera County is higher than any other county in this country. It is even higher than the war-torn country of Somalia.   • 3 May 2018 in National Assembly: implemented timely, then, this conflict would have reduced and access to schools would have been up-scaled. It is unfair to these 14 counties for the CRA to go back and tell us that they are bringing more counties on board. I am cognisant of the fact that Article 216(4) obligates the CRA to identify counties in terms of marginalisation, but then, what have they done in regard to the first 14 identified counties?   • 3 May 2018 in National Assembly: My request is that we first support the 14 counties so as to bring them at par with other counties before we go back to the drawing board and come up with unnecessary criteria for increasing the number. If you look at the poverty level of this country, the earlier identified counties are the most vulnerable in terms of poverty ranking. That is one of the reasons why they were identified. The issue of bringing the already devolved counties on board, for me, is the joke of the year. view

  • 3 May 2018 in National Assembly: In a nutshell, the National Treasury and the CRA must stop dragging their feet and execute their constitutional mandate of implementing projects under the Equalisation Fund. The aspect of identifying other sets of criteria to increase the number of counties for political reasons is uncalled for and misplaced. We should be allowed to execute our first mandate of supporting these counties. Thank you. view
