Indeed, it is the work of the Departmental Committees to deal with the day-to-day administrative issues of their respective departments and not wait for audit reports. By the time they deal with audit reports, things will have happened. Timely correctional measures can be taken if departmental committees make regular site visits of this kind to understand what is going on in the field and compare the same with the information that heads of departments submit to them. ... view

Temporary Deputy Speaker, in 2013, the Government promised to build five world class stadia. Garissa, Mombasa, Eldoret, Kisumu and Nakuru were supposed to have a world class stadium each. However, during the run up to the 2017 General Elections, the Government started to refurbish the existing facilities in those places instead of building world class stadia. While we support any business enabling policies, it is also important to consider the fact that there are critical issues that we must consider in dealing with these issues. Public participation is very important. It is enshrined in the Constitution. It is well articulated in Article 118 of the Constitution. Of late we have developed a culture where what is discussed during public participation process is not what is captured in the legislative proposals that are brought here. That is very serious. I was the former Regional Manager for Red Cross in Northern Kenya and I was so much involved in disaster related issues. I want to support this Bill, but as we speak, the National Drought Management Authority (NEMA) is already doing the same function that is captured in this Bil. The only difference is that, as we are speaking, they are dealing with slow onset disasters, like drought and we only need to expand their mandate, so that they can deal with slow onset disasters like fire outbreak and all we are talking about. ... view
