  • 12 Oct 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I want to join my colleagues in support of this Adjournment Motion because of the seriousness of this drought. The effects and problems caused by drought have been said by those who spoke before me. It is important to say that it seems there is a wider Government strategy to punish the people of Northern Kenyan for reasons that we do not know. The inaction by the Government, especially on the response to the drought, can just be described as genocide. When people lose their property and lives because of the inaction of the ... view

  • 12 Oct 2021 in National Assembly: Hon. Temporary Deputy Speaker, yesterday, I sent photographs of a dumping site for livestock that have died and have been collected from villages. The communities in my constituency have created a number of dumping sites. I sent those photographs to the President just to alert him that, that was what was going on. The drought was not declared a national disaster because of the reports of institutions that were charged with such responsibilities like the NDMA, but because of politicians visiting and begging the President to declare it as such. Even after that, no action has been taken. The CS ... view
  • 12 Aug 2021 in National Assembly: Thank you, Hon. Speaker. I support the Bill although I have some reservations. I must admit that I used to work with the NHIF. Public insurance is such that the healthy should pay for the sick and the rich should pay for the poor. Those are some of the principles of insurance. So, the fact that contributions are not necessarily uniform and are pegged on the ability to pay by the individual, is very important for us to consider. view
  • 12 Aug 2021 in National Assembly: The elements of corruption in terms of facilities and hospitals working with corrupt individuals within the NHIF are increasingly becoming an issue in terms of resources at the Fund. When hospitals are accredited by the NHIF, they tend to misuse that opportunity by giving opportunities to people who are not supposed to be beneficiaries in the sense that NHIF cards are The electronic version of the Official Hansard Report is for information purposesonly. • 12 Aug 2021 in National Assembly: used by relatives and friends of the people who should be the holders of the cards and who paid for them. So, we must seal such loopholes. The issue of giving the NHIF Board serious powers to determine the beneficiaries is also vital. We must set checks and balances for the NHIF Board so that they do not get away with some of the punitive measures like penalties on late contributors. It is difficult with this COVID-19 and the economic situation in the country. The self-employed who pay on their own and contribute have difficulties at this moment in time, ... view
  • 12 Aug 2021 in National Assembly: I was on the way of substantiating the same. The Member for Kikuyu knows that after the elections in 2017, it is not the Members of the Budget and Appropriations Committee who elected him as the Chair, neither is it the Members of the Budget and Appropriations Committee who removed him as a Chair. This is where the control of the Executive comes in. I know what I am referring to. Thank you, Hon. Temporary Deputy Speaker. view

  • 6 Jul 2021 in National Assembly: Hon. Temporary Deputy Speaker, thank you. There is nothing that is out of order really. I rise on Standing Order No. 95, taking into account the mood of the House, that the mover be called to reply. Thank you, Hon. Temporary Deputy Speaker. view
  • 23 Jun 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I support the Supplementary Estimates II with a heavy heart. As we know, budgets are forward looking. They are tools of planning and when you plan, you plan ahead. Unfortunately, we seem to be planning backwards. As many of our colleagues said, if this continues, there will be no reason for budgeting. We expect the Government to spend and we sanitise instead of budgeting every year. We know very well that with Exchequer releases, there is nothing much that is going to be released between now and the end of the month. Whatever we ... view
