The issue of absorption rate is either resultant of the poor funding procedures and funding registers from the Exchequer or lack of capacity within those ministries and departments. It is good we legislate that the latest we can do supplementary budgets for every financial year is not even 30th April, but, at least, three months. It is unfortunate that on this day and age, we are talking about communities that are discriminated against and Kenyans who do not get identity cards (IDs).
