The effects and problems caused by drought have been said by those who spoke before me. • 12 Oct 2021 in National Assembly: Hon. Temporary Deputy Speaker, yesterday, I sent photographs of a dumping site for livestock that have died and have been collected from villages. The communities in my constituency have created a number of dumping sites. I sent those photographs to the President just to alert him that, that was what was going on. The drought was not declared a national disaster because of the reports of institutions that were charged with such responsibilities like the NDMA, but because of politicians visiting and begging the President to declare it as such. • 12 Aug 2021 in National Assembly: Thank you, Hon. Speaker. I support the Bill although I have some reservations. I must admit that I used to work with the NHIF. Public insurance is such that the healthy should pay for the sick and the rich should pay for the poor. Those are some of the principles of insurance. So, the fact that contributions are not necessarily uniform and are pegged on the ability to pay by the individual, is very important for us to consider. view

The Member for Kikuyu knows that after the elections in 2017, it is not the Members of the Budget and Appropriations Committee who elected him as the Chair, neither is it the Members of the Budget and Appropriations Committee who removed him as a Chair. They are tools of planning and when you plan, you plan ahead. Unfortunately, we seem to be planning backwards. As many of our colleagues said, if this continues, there will be no reason for budgeting. We expect the Government to spend and we sanitise instead of budgeting every year.
