  • 9 Jun 2020 in National Assembly: represent, will not benefit like others that we neighbor, yet they face the same problem. On the issue of food security people who depend on livestock products and livestock trade are really suffering from low incomes. I also want to thank the Budget and Appropriations Committee and the Departmental Committee on Agriculture and Livestock for reallocating Kshs92 million to Wajir Livestock Training Institute. This institute was created through a presidential directive in 2016 and it will be foolhardy for students who want to study livestock issues to come to Naivasha from Marsabit, Mandera and Samburu, when all they want to ... view
  • 13 Nov 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I first thank Hon. Kamket for trying to operationalise an Article of the Constitution to ensure that we have this money used for the purposes intended within the legal framework. I do not normally agree with Hon. Kamket on too many issues. He was the tallying agent of my opponent in a by-election. I strongly support this Bill because it cuts across. First, we need to understand that it is a constitutional requirement. The drafters of the Constitution realised that certain parts of this country were not at par with the rest and that ... view
  • 13 Nov 2019 in National Assembly: The understanding I have of marginalisation is how long you travel to get to a health centre. How long do you walk to a watering point? Why has it been so? When I left my office in the morning, I wrote a letter to the Ethics and Anti-Corruption Commission (EACC) asking them to investigate the only single project that was implemented through the Equalisation Fund. It was given to a ministry that has a lot of money and a lot of other things to do. They did not care. They tendered. The money was paid and the project died. Bringing ... view
  • 13 Nov 2019 in National Assembly: Kenya, as a country, can only have one President and Parliament at a time. We can only have occupants of offices coming from certain parts of this Republic. The unfortunate thing is that, as Mr. John Githongo can call it, those in offices will be there simply because it is their turn to eat but not to serve. This Bill does not only address the operationalisation of these funds at the top, but also up to the village level. There are village committees which will identify projects which should be prioritised from the bottom to the top, so that it ... view
  • 13 Nov 2019 in National Assembly: Let us agree that Kenya has a problem, including the corruption rates that we have. There is too much political environment. Instead of talking and realising the problems that are in the constituency that Hon. Chris Wamalwa represents, like a national leader and reason it out with him, I disagree with him because I am not represented there. There is a problem that is unique in his constituency. I know that people from that region have one problem, which is unity and which will not be addressed by the Equalisation Fund. If we know that there are problems in certain ... view
  • 13 Nov 2019 in National Assembly: there. However, please pay attention to some of the areas. In the last one-and-a-half months, no vehicle has travelled across my constituency. There is no single Government service that has been rendered. Exam papers are taken there by choppers. When we say that there are constituencies which are marginalised, we are simply talking about where it becomes difficult to render services simply because of the state of affairs of those areas. view
  • 13 Nov 2019 in National Assembly: With these remarks, I support the Bill. Thank you. view
  • 16 Oct 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. Allow me to thank Hon. Major (Rtd.) Bashir for bring this important Bill. Let me go on record that I support it. view
  • 16 Oct 2019 in National Assembly: It is good to understand the current situation we are facing in marketing livestock and livestock products and it is also important to understand that even the Kenya Meat Commission (KMC) deals with one aspect of livestock and its products. The truth of the matter is that issues regarding livestock are scattered in different institutions. We believe that by bringing them together, including the KMC will necessitate a centre where information will be available to livestock farmers. I believe livestock keeping can contribute not less than 30 per cent of the GDP as opposed to the current 12 per cent. ... view
  • 16 Oct 2019 in National Assembly: By organising livestock farming, just like the other sectors, we also believe that value addition of livestock and its products will be faster hence leading to the growth of the economy in general. The current situation is that livestock die when there is drought and when there are floods like now, no institution is of help. This will come to an end by the formation of this board. The board, among other things, will regulate information and ensure that there is a centre that indicates prices, diseases and movements of livestock. view
