4 May 2016 in National Assembly:
Hon. Temporary Deputy Chairlady, I stand to oppose. We are trying to do this because the mandate of the National Land Commission (NLC) is so well defined in Article 67 of the Constitution.

4 May 2016 in National Assembly:
Article 68(1) of the Constitution envisaged the collapse of several other statutes that govern land so that we remain with fewer statutes. Even in future, I will bring a new substantive clause to take care of how the NLC is supposed to deal with historical land injustices. I cannot afford to give my proposal or go in the same line with Hon. Mwamkale over one thing. This is because we are trying to amend an Act of Parliament and not the Constitution. We are trying to amend Section 15 of the National Land Commission Act. It looks like we are ...

4 May 2016 in National Assembly:
Thank you, Hon. Temporary Deputy Chairlady. I am very happy with whatever is going on now. We need to understand each other. 3 May 2016 in National Assembly:
Hon. Temporary Deputy Chairman, it is good that you are guiding the House but it is also important that the changes should have been communicated to me so that I can canvass with Hon. Mlolwa, who has a right to bring the amendments. This is because what I see on the Order Paper is not what you are reading. So, could you guide us and me as the Chair so that we can canvass with Hon. Members? In doing so, we know where we can agree and where we can disagree. I have been caught pants down. I have been ...

3 May 2016 in National Assembly:
Thank you. I love my friend, Hon. Nassir. The Order Paper is a property of this House. It is not the property of the Committee. It is also important that the House should have been prepared on the clauses that are supposed to be amended. What is listed on the Order Paper, which you have to guide me and I seek your indulgence, is Clause 1 and not Clause 12, as you are reading. It is also important to realise that he has ambushed the House and not just the Committee. I am prepared for anything but it is important ...
