Speaker, Sir, the Chairperson of the Public Service Commission also appeared before the Committee accompanied by the Chief Executive and other staff and explained the procedures followed in the PSC on transfers, appointments, acting appointments, promotion and establishment of offices and posts. Speaker, the Committee noted that the PSC has appointed Principal Secretaries as authorised officers in the ministries and equipped them with guidelines and regulations that ought to be followed in all matters of human resource management.
