  • 25 Sep 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I also wish to support this Motion because the police reforms in this country is something that Kenyans have longed for, for a long time. This is the opportunity for us to make sure that what we have longed for, as Kenyans, is achieved within the shortest time possible. This is to be done before the general elections, because it is very important that the policemen who will guard us are trained differently. I had an opportunity to attend the passing out parade of the last recruits and we were told that the training that ... view
  • 6 Sep 2012 in National Assembly: Mr. Speaker, Sir, I also wish to express my feelings on this matter. As Members of Parliament, we are in this House so that we debate on matters of national interest and sometimes our local interests. When issues like the one we are discussing now comes up and yet I used my conscience to vote either for or against and the public is made to feel that every time we are voting on an issue to do with a Minister being vetted or discussed, we are accused of bribery--- I remember when we had the maize problem. When I went ... view

  • 5 Sep 2012 in National Assembly: Thank you, Mr. Speaker, Sir. Now that you have made that ruling, I will honour it. But I think I was feeling that it would have been fair if these other supplementary questions that have been raised by my colleagues were answered satisfactorily. view
  • 5 Sep 2012 in National Assembly: Thank you, Mr. Speaker, Sir. How is the Ministry planning to ensure that energy is cost effective for purposes of ensuring that investors find Kenya a suitable destination for investment? view
  • 5 Sep 2012 in National Assembly: Thank you, Mr. Speaker, Sir. Could the Assistant Minister tell us what the Ministry is doing so that they can justify the numerous levies in the electricity bill such as fuel cost charge, foreign exchange rate fluctuation adjustment, inflation adjustment, Energy Regulatory Commission levy, Rural Electrification Programme levy, among others? What is the Ministry doing to reduce these or to abolish them? view
  • 5 Sep 2012 in National Assembly: Madam Temporary Deputy Speaker, I also wish to support this Motion. I am glad that the Minister for Education is here. We are showering praises on the Minister for Education. But I do not believe we should do that. He is a very intelligent man; very wise. The moment his colleague, the Minister of State for Public Service raised salaries for civil servants, why did he not think that it was also necessary for him to consult the teachers union in advance and negotiate with them? He could even have promised them that as children of Kenya - because all ... view

  • 29 Aug 2012 in National Assembly: Mr. Deputy Speaker, Sir, I want to draw your attention to the fact that this Question is coming up for the second time. The first time I asked this Question many other hon. Members raised supplementary questions on the same, and the matter was considered to be very important to this nation. So, the Assistant Minister was asked to go and prepare a more detailed answer, because the one that he gave last time did not satisfy hon. Members. As I speak, I do not have a different answer from the one he provided in the previous sitting. I wish ... view
