On a point of order, Mr. Deputy Speaker, Sir. The Minister should not say that it is only a few factories which produce these by-products. All the factories that I know produce molasses. Maybe, he can deny production of the other by- products. It is wrong for him to say that only a few factories produce by-products. Can farmers get paid for the molasses that the sugar factories produce? All the factories produce molasses.

Mr. Speaker, Sir, I think it is her field staff who do not give women the knowledge required to encourage them to borrow. If they are taught the advantages of borrowing, they will be willing to borrow. So, what steps has the Minister taken to ensure that her field staff reach as many groups of women as possible to enlighten them and tell them the benefit of borrowing the money?

asked the Minister for Energy:- (a) if he could confirm whether there are conflicting roles between the Kenya Power and Generation Company and the Geothermal Development Company; (b) what plans the Government has put in place to ensure geothermal is attractive to investors, and, (c) if he could confirm whether there are geothermal potential sites in Western Kenya and if so, when the sites will be exploited.

Thank you, Mr. Temporary Deputy Speaker, Sir. I think the answer that the Assistant Minister has given is merely a public relations answer. It is in the public domain that there have been cases of people who have been arraigned in court for committing the offence which I would call âtheft try servantâ. There are cases of bank staff who stole money from fixed deposit accounts. There are cases of back staff who would alter the numbers of peoplesâ accounts and transfer money to different accounts whose recipient is known to the bank staff. Mr. Temporary Deputy Speaker, Sir, it is, indeed, true this system was introduced to reduce fraud, but now that the fraudsters have found a way of committing the same fraud namely, theft by servant, could the Assistant Minister inform this House and the Central Bank that before the transferee leaves the bank, she or he is given a written assurance that the money has already entered the foreign account, so that if the money has gone to the wrong account, the customer can alert the bank that the money has gone to the wrong account?
