  • 9 Aug 2007 in National Assembly: Thank you very much, Mr. Chairman, Sir. I want to tell my colleagues how I started smoking. I saw a man's picture on a packet of a cigarette riding a horse. I was very, very impressed! Then, I imitated that advert and here I am! I am a slave of cigarettes! So, I do not agree with the idea of advertising cigarettes. view

  • 9 Aug 2007 in National Assembly: Mr. Chairman, Sir, I do not think many people know what we are talking about. I started smoking way back in 1974. I smoke more than three packets of cigarettes every day. The Bill says very clearly where people should not smoke, and all of us should support it. Those who want smoking areas to be designated, should think twice. Today, when everybody is in a flight going to the United States of America, which takes more than eight hours, smokers do not smoke. • 7 Aug 2007 in National Assembly: Mr. Speaker, Sir, the intensity of this Question goes beyond boundaries of the Member who asked it. It also goes beyond those four dispensaries. There are nine new dispensaries in Mwea Constituency. Right now, it is the community paying salaries to the nurses. When will the Ministry ensure that all the new dispensaries are equipped and staff posted to man them? view
  • 1 Aug 2007 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I do not think that the Minister has answered the Question correctly. Part "c" of the Question is very clear and definite. We are not dealing with the history of what is happening. We are dealing with the future. What will the Ministry do to ensure that employment by the Public Service Commission is done in a fair and transparent manner and distribution based on constituency? That is the Question! I do not think he has answered that Question. Is he in order to end this Session without answering part "c" ... view
  • 3 Jul 2007 in National Assembly: Mr. Speaker, Sir, US$150 million at the rate of Kshs65 per one dollar is about Kshs9.75 billion. What does the Minister intend to use this money for specifically? view
  • 28 Jun 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, this Question is very rich and the Assistant Minister is going round it. Notwithstanding universities, in every village, there are mushrooming computer colleges. I know that is not in the Question. On a wider scope, there are mushrooming driving schools and that is why we are having quite a number of road accidents. However, what is the Assistant Minister doing to curb the mushrooming of all these colleges within the country, so that we can have some standards? view

  • 29 May 2007 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I do not know if I will be out of order to say that the majority of us are repeating ourselves. Would I be in order to call the Mover to reply? view
