  • 14 Aug 2007 in National Assembly: Mr. Speaker, Sir. May I request that as the Government retrieves the bodies, it also assists those people admitted in different hospitals to pay bills. I would like also to ask the Government to assist in settling mortuary fees because they are quite high. view
  • 14 Aug 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I would like to support this Vote on the Ministry of Energy. I support what this Ministry has done in setting aside funds for distributing electricity to the rural areas, and also for negotiating or continuing what has been negotiated with donors, including the French, so that the REP can be taken to the countryside. I am happy that in my Nandi North 3154 PARLIAMENTARY DEBATES August 14, 2007 District, you can see the spread of electricity to the rural areas. I want to congratulate the Ministry for that effort. Mr. Temporary Deputy ... view
  • 14 Aug 2007 in National Assembly: So, Mr. Temporary Deputy Speaker, I would like to urge this Ministry to work with other Ministries, as I have said, to plant those trees even on experimental basis, so that we can see, for example, how much crude diesel can an acre of castor produce and how much it would cost, compared to imported crude petroleum. I would like to also ask the Ministry to fast-track the construction of a pipeline from Eldoret to Kampala. At the moment, huge lorries, mainly tankers, are stuck at Timboroa because of the main road being done. The bypass which has been constructed ... view
  • 9 Aug 2007 in National Assembly: asked the Minister of State, Office of the President:- (a) whether he is aware that a four year old child, Brian Kimeli, was killed in a cell at Kapsabet Police Station on 16th June, 2003; (b) what action has been taken against Ms. Eunice Jeptekin, who is suspected to have committed the offence; (c) what disciplinary action has been taken against the police officers from Kabiyet Police Post and Kapsabet Police Station who arrested both the child (Brian Kimeli) and his mother, Mrs. Philomena Chepkorir Samoei; and, (d) since the mother of the deceased child was never charged with any ... view

  • 9 Aug 2007 in National Assembly: Mr. Speaker, Sir, as I said, this matter took place in 2003 and I brought a Question in 2004. This suspect, Ms. Eunice Jeptekin, had actually been arrested for another murder. The police officers were negligent in that, they ordered the mother of this little boy out and left the little boy with the mentally unsound suspect. Nonetheless, she is being treated at Mathare Mental Hospital, when will this case be concluded, so that the mother of the deceased boy may file a case for compensation? view
  • 9 Aug 2007 in National Assembly: On a point of order, Mr. Speaker, Sir. How could a widow, who knew very well that there was nobody at home refuse to take a police bond? Is the Assistant Minister in order to misled the House? I have been following up this matter all along. Is he in order? view
  • 9 Aug 2007 in National Assembly: Mr. Speaker, Sir, the suspect is still in Mathari Hospital. It is not known when she will get well enough to undergo the two murder trials. Could the Government consider compensating this mother because we do not know when the suspect will be charged with murder, so that civil proceedings can start? Could the Ministry consider compensating her because she lost her child for no apparent reason at all? view
