Thank you, Mr. Speaker, Sir, for giving me time to support the Vote of the Ministry of Health. Mr. Speaker, Sir, I would like to urge this Ministry to employ health workers who have been trained in the various medical training colleges. These are mainly nurses, clinical officers and laboratory technicians. As it came out during Question Time, health centres and dispensaries have been built in many constituencies through the CDF money, but they are now lying unused. Mr. Speaker, Sir, what is the point of contributing if they do not want to listen? Mr. Speaker, Sir, I was saying that the KEMSA has a lot of equipment which was bought using public funds. This equipment should be delivered to the newly-completed health centres. The special equipment for maternity wings cannot be bought from many pharmacies. We need to get this equipment from the KEMSA. Thank you, Mr. Speaker, Sir. That hospital has been allowed to break the law. It retains the identity cards of patients who fail to pay their medical bills. When you retain someone's identity card, you disenfranchise that person. This is because when you get to a roadblock - and they are many these days - the first thing you are asked to produce is your identity card. If you say: "I left it in Moi Teaching and Referral Hospital," they will ask you: "Where is Moi Teaching and Referral Hospital? There is no law called Moi Teaching and Referral Hospital. ...

Mr. Deputy Speaker, Sir, my question is on repairs of roads constructed with donor funds. What is the Ministry doing to repair roads under the Roads 2000 which are being funded by the African Development Bank (ADB)? For example, part of Road B288 in my constituency coming to Eldoret Town within Nandi District is funded by KSW, a German donor. They have released the funds. However, ADB has not released the funds. Now the road in Nandi has been repaired, but when you come to Uasin Gishu you find that the ADB has not released the funds. What is happening ...

asked the Minister for Transport:- (a) whether he is aware that Mr. Dominic Kipkemboi Sang worked as a clerk RB II with the Kenya Railways Corporation Limited from 11th July, 1991 to 8th July, 2000 when he passed away; (b) whether he is further aware that his dues and benefits have not been paid to his next of kin to date; and, (c) when the dues and benefits of the deceased will be paid to his next of kin.

Mr. Speaker, Sir, I was satisfied, but when the Assistant Minister spoke he said that the wife--- These people come from within my vicinity back home. The body was buried home and we never saw a wife. Who is this now claiming to be the wife? We thought the father was the legal dependant?

Mr. Deputy Speaker, Sir, I have two comments. I want to thank the Minister for having recognised that Mosop Constituency is a highly productive agricultural area. I have seen something in the Budget for Mosoriot-Chepteruai Road. We are so grateful, and I want to request that, since it has been designed, it be tendered for immediately, so that work can begin. The people of Nandi and Mosop will all be very grateful as soon as we see the contractor on site.
