On a point of order, Mr. Speaker, Sir. Could the Assistant Minister clarify this issue here? We have been told the French funding is a grant and, therefore, there is no repayment. Why do we still charge our people yet the French and other donors are giving us grants?

Thank you, Mr. Temporary Deputy Speaker, Sir. I want to support this Motion by the honourable Jimmy Angwenyi. While we want to expand our economy to increase the number of jobs available to our people; our young people, our farmers in the rural sector, yet we put constraints on a crop like tea, which is labour-intensive. Mr. Speaker, Sir, I wish to second this Bill. I want to commend the Minister for Labour and Human Resource Development for bringing it before this House. As we are aware, most of our Acts - including Cap.514 - were passed in this House close to 30 years ago. Indeed, many things have changed since those days. At the time of Independence, Kenya had a population of seven million. Today, we are close to 30 million. What it means is that, correspondingly, many of our factories have enlarged.
