Mr. Deputy Speaker, Sir, we amended the Act so that the KTDA would no longer be an authority, but an agency. Therefore, the tea factories are actually owned by the farmers. In this case where farmers are contributing 50 per cent, why does the KTDA have to come in? Could the Government facilitate the farmers to get loans at lower interest rates so that they can put up their own factories without the KTDA involvement?

Mr. Speaker, Sir, I want to request the Minister for Energy to give a Ministerial Statement on the charges levied by the Kenya Power and Lighting Company (KPLC) Limited, for connecting customers with electricity. In the rural areas, the KPLC demands Kshs32,000 before it makes a single connection to a house, yet in urban areas it costs less than Kshs5,000. Could the Minister give an explanation for this disparity? I would also like to know what this project called " Umeme Pamoja" is all about. Who are the beneficiaries of this project? Mr. Speaker, Sir, all the public universities in this country were established using Government resources. These are not private investments. What is happening now, and we want the Government to be clear on this, is that the University Senates or the Boards which run the universities are turning them into commercial enterprises. This is not only happening at the University of Nairobi, but also at Moi University, Jomo Kenyatta University of Agriculture and Technology (JKUAT) and others. Mr. Deputy Speaker, Sir, as a way of inducing farmers to grow cane, and then the cane will induce investors to come, will the Ministry consider taking some acres, because I believe there are some farmers' training land in the valley, and plant with it cane, so that the farmers can see that cane is viable in that area?

Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me time to contribute to this Motion. I wish to support it wholly. Universal education, as I understand it, is education from Standard One to Form Four. When we were growing up, you would go up to Standard Four and do an examination called "Common Entrance Examination", and it prevented a lot of students of our generation from continuing to Standard Five. Mr. Deputy Speaker, Sir, I first asked this Question on 25th July, 2004. I have a copy of the HANSARD. The then Assistant Minister for Lands and Housing, Mr. Ojode, briefly said:- "The registration exercise for Nandi-Kamwega Section in Mosop Constituency is expected to be completed by the end of September, 2005." All those years have elapsed. I want to clarify that the Forest Department has no problem. The Chief Conservator of Forests has sent surveyors and they have marked out the border. They have an instrument called Global Positioning System (GPS). There is no dispute in that area. So, ...

Mr. Deputy Speaker, Sir, I do not know why Ministers do not respect our views and yet, we know the situation on the ground. I have said that the people who live along the forest boundary are very few. The rest of the citizens of Kamwega have no problem with the forest boundary. Why can you not issue title deeds to those who have no dispute with the forest boundary?
