On a point of order, Mr. Deputy Speaker, Sir. Is the Assistant Minister in order to impute improper motives on my people by saying that there is insecurity? Kamwega is a very safe place. We border Western Province. There is no insecurity!

Thank you, Mr. Deputy Speaker, Sir. The Constituencies Development Fund (CDF) has shown us that, if we devolve resources to constituencies, you get more equitableness. Could we instruct the Ministry to order the Teachers Service Commission (TSC) to start recruiting teachers at the constituency level?

Mr. Deputy Speaker, Sir, when we passed a legislation here to liberalise the coffee market, we were assured that coffee farmers will produce enough coffee to sustain a small factory that would mill the coffee and sell it outside the country. That has not been effected. Could the Assistant Minister give us an assurance that, any coffee farmer who can afford to buy a small mill will be allowed to sell coffee directly to overseas markets?

Mr. Deputy Speaker, Sir, Mumias Town is in the lower plains and the rivers which flow towards the lake pass nearby. Could the Minister consider taking water by use of gravity to this town? This could reduce the cases of flooding downstream.

Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to make a few comments in support of these Supplementary Estimates. Mr. Temporary Deputy Speaker, Sir, I am happy that the Ministry of Finance is including funds in these Supplementary Estimates to increase the grain reserves. Whereas we want to increase the grain reserves, it is sad that many maize farmers have not been paid. We were told that the Government released a sum of Kshs1.2 billion to pay maize farmers. system, we are wasting our time. We are just allowing the Pan-African Paper Mills to destroy our forests. They will run away to India or to wherever they came from, and we will continue to import electricity poles from as far as Finland. Getting connected to electricity is very expensive because we import the poles. We should try to use concrete poles. For the moment, we should re-start the shamba system.
