  • 18 Apr 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity to contribute to this Motion by hon. Ojode, which is quite crucial for urging the Government to urgently recruit more teachers for both primary and secondary schools. When the Government declared that there would be no payment of fees by primary school children, many children who had not been going to school began going to school. In many primary schools now, the ratio of pupils to a teacher is between 60 and 80 students. In fact, you will find one teacher teaching Standard I to Standard V, each ... view
  • 5 Apr 2007 in National Assembly: Mr. Speaker, Sir, I beg to ask the Minister for Livestock and Fisheries Development the following Question by Private Notice. (a) Is the Minister aware that there is a high risk of an outbreak of tick-borne and other livestock diseases in Nandi District because the acaricide (Amytrace) being used in the two Nandi Districts is now ineffective against ticks and other vectors? (b) Is the Minister further aware that farmers in nearby Uasin Gishu District have been allowed to change from Amytraces and are now using Synthetic Parathyroid which is effective against all ticks and other vectors? (c) Could the ... view
  • 5 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, Uasin Gishu District and the two districts of Nandi have a very long common border starting from the south and going round all the way to near Lugari. The geographical, climatical and environmental features of Nandi and Uasin Gishu Districts are the same. Therefore, there are no ticks specifically belonging to Nandi and those belonging to Uasin Gishu. The cattle being bred in Uasin Gishu are the same as those in Nandi District. So, the Assistant Minister has not been given the right information. Nonetheless, will the Assistant Minister, because of forcing people to use these ... view
  • 5 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, it is very strange that the ticks know the boundary between Nandi and Uasin Gishu districts. Nevertheless, is the Assistant Minister aware that farmers have lost cattle after following the instructions of livestock officers and that those who have tried to change from acaricides to synthetic pyrethroids have had their cattle dip accounts frozen? For instance, one cattle dip account with over Kshs500,000 was frozen by the District Veterinary Officer. What authority did the District Veterinary Officer have to stop bank operations of a cattle dip? Was it under the Cattle Cleansing Act or under the ... view
  • 28 Mar 2007 in National Assembly: Mr. Speaker, Sir, I want to make a few comments on the President's Speech. First, with regard to the economy, I support the saying, that there has been some growth in the economy as measured by the statistics, but the trickle down to the local people in the villages and low income estates including slums is negligible or not there at all. The Ministry of Finance, has to do something urgently and that includes taking action on the distributors of the petroleum products. This is because when the price of petrol is high, then the transport cost goes high and ... view
  • 28 Mar 2007 in National Assembly: Mr. Speaker, Sir, may I seek your protection. Well, even the Speaker himself cannot hear what I am saying! May I seek your protection? I can hardly even hear myself! view
  • 28 Mar 2007 in National Assembly: Mr. Speaker, Sir, there are loud consultations, including yourself! view
  • 28 Mar 2007 in National Assembly: Mr. Speaker, Sir, I will apologise to the Chair but I will not apologise to the person who was speaking to the Chair, because I tried to--- view
  • 28 Mar 2007 in National Assembly: Yes, Mr. Speaker, Sir. I oblige and I apologise. Mr. Speaker, Sir, I was requesting the Minister for Livestock and Fisheries Development to take some action on the dipping chemicals being used in the district. In Nandi District, we have been forced to use something called Triatix. It is no longer controlling ticks and, therefore, the risk of tick-borne diseases is very high because in the adjacent district, Uasin Gishu, they are allowed to use a more effective chemical called Ectomen. We are requesting to be allowed to use the same acaricide in Nandi District. Mr. Speaker, Sir, finally, let ... view
  • 22 Mar 2007 in National Assembly: Jambo la nidhamu, Bw. Spika.
