Mr. Temporary Deputy Speaker, Sir, we had Kshs16 billion at the end of one financial year, being returned to the Treasury. We also had 25 billion and an additional Kshs7 billion being returned during the end of another financial year, which amounts to Kshs32 billion. We are asking for an increment in the CDF, from 2.5 per cent of our revenue to 7 per cent. However, the Government is resisting, yet it has been returning money to the Treasury. On a point of order, Mr. Temporary Deputy Speaker, Sir. Is the Assistant Minister in order to mislead this House? I have asked a question concerning the return of money to the Treasury. I wanted to know; since money is being returned to the Treasury, will the Government increase the CDF allocation from 2.5 per cent to 7 per cent?

On a point of order, Mr. Speaker, Sir. Is the Assistant Minister in order to mislead the House that his Ministry is working in conjunction with KTDA when we know for a fact that the Tea Act, as amended in 2000, removed the issue of authority from KTDA and makes it an agency? He has said here, over and over again, that his Ministry is working together with KTDA. Is he aware that KTDA is no longer an authority, but just an agency?

Mr. Speaker, Sir, the main purpose of amending the Tea Act was to liberate tea factories. I was the Chairman of the Departmental Committee on Agriculture, Lands and Natural Resources when the Act was amended. The main purpose, as I said, was to liberate tea factories from the KTDA. This is because by involving KTDA, the chain is made even longer and, therefore, the cost increases.

On a point of order, Mr. Deputy Speaker, Sir. Is the Assistant Minister in order to mislead Kenyans in the Printed Estimates for the districts? There are so many errors! Many roads that are in Nandi District have been placed in Uasin-Gishu District. There is a total mess all over the country. Is he in order? Could he withdraw that districts booklet and print it again, so that it could give us proper information? That way, we will not ask many questions.
