  • 19 Jul 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me time to contribute. I wish, at the outset, to support the proposals in this Budget. view
  • 19 Jul 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I will request the Minister to give me two minutes because I am supporting it. I do not even want to talk about this because, for as long as we do not have a Budget Committee, what is the point of coming here to oppose or support? Nothing will change! Things will only change when we get the Budget Committee and a new Constitution. Unfortunately, those of us who are in this thing called ODM who were supposed to be looking for a new Constitution are now busy looking for the presidency; the same presidency ... view
  • 19 Jul 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, since he does not even know the Standing Orders of this House and he cannot quote them, we shall not postpone the debate! view
  • 19 Jul 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, we want 24 per cent of the money to go to the District Roads Committees (DRCs), and we should let it be controlled by the DRCs. The DRC must be convened by its chairman. In my district, engineers, whom I have named, have refused to call a DRC meeting. We have not had a DRC meeting for a long time. 2228 PARLIAMENTARY DEBATES July 19, 2006 Let me say one more thing because I have no time left. Our road, Mosoriot-Chepterwai, was allocated Kshs10 million in the Financial Year 2004/2005 for design work. It is ... view
  • 19 Jul 2006 in National Assembly: My time was taken up by hon. Ojode, who rose on a point of order to raise something he could not substantiate according to Standing Orders! So, who will compensate me for the time lost? What I am saying is that we can pass this Motion but if we can have in place a new Constitution to guide the allocation of resources properly then wait for something more serious. If your engineers come to design our road, I will tell them off! view
  • 19 Jul 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I have not finished! view
  • 6 Jul 2006 in National Assembly: Mr. Deputy Speaker, Sir, the Assistant Minister concedes that he personally does not agree with the sacking of these employees. If he is "Minister enough", could he direct the KBC to take back those employees? view
  • 6 Jul 2006 in National Assembly: Mr. Deputy Speaker, Sir, I wanted to know if he is an Assistant Minister who is committed to the rights of workers. He is now serving in a Government which told Kenyans that it would create 500,000 jobs, now why is he allowing this retrenchment to take place? Is he Minister enough? view
  • 5 Jul 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for recognising me because I am referred to as a "Shadow Minister for Agriculture", but I do not know what it means. I shall be the real Minister very soon. I want to start by thanking the Mover of this Motion, hon. Khamisi. I want to thank him for accepting the amendment, so that we can include not only cashew nuts, but all nuts, whether as edibles or for oil extraction. Mr. Temporary Deputy Speaker, Sir, by recognising the fact that not only does the cashew nut industry need to be streamlined but ... view
  • 5 Jul 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I am sure of what I am saying. When I say there is no notable research going on in KARI, I know what I am talking about! The PIC Reports since 1997 say the cashew nut factory in Kilifi District was deliberately made to collapse. I was an hon. Member of the PIC then. So, I am sure of what I am saying. If you challenge me, I will produce the PIC Report which says so. The House adopted the Report and it recommended to the Attorney-General to take action. If he is not doing ... view
