  • 31 May 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, we have two audit committees of Parliament; the Public Accounts Committee (PAC) and the Public Investments Committee (PIC). I hear that the committees have produced many reports based on what the Controller and Auditor- General recommends. I have been a Member of the PIC for two consecutive years. I know that the May 31, 2006 PARLIAMENTARY DEBATES 1043 Committee, which investigates or looks into the recommendations of the Controller and Auditor- General makes recommendations year in, year out and asks the Attorney-General to investigate and prosecute or recover the funds misappropriated by the concerned individuals. ... view
  • 31 May 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, that is not a point of order. People should take their time to go to the library and read the PIC and PAC reports. They are very many. It is not up to me to come to this House and tell you about them. It is up to the Attorney-General and not Capt. Nakitare to act upon them. If he does not do so, I will bring a Motion of censure against the current Attorney-General for sitting on the reports. That is why corruption continues, because people know that the cases will not go anywhere. view
  • 31 May 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, we have seen reports of committees which have recommendations from the Controller and Auditor-General saying that some people should not hold public offices. Those people, however, continue to hold the same positions in the same corporations. Therefore, they continue looting the same corporations they have been working for. Instead of forming a new committee, the Attorney-General should act upon all PIC and PAC reports which have been adopted by this House, with immediate effect.   • 3 May 2006 in National Assembly: Mr. Speaker, Sir, the issue of ID cards is very serious, particularly in circumstances where people have lost their ID cards and have police abstract forms. I saw one lady in my constituency who has used the police abstract form for 5 years. She has kept on travelling to Mosoriot to look for her ID card. Registration Officers have kept on asking her for more money and yet her ID card has not been forthcoming. Could the Minister undertake to instruct his officers at the head office to release all replacement ID cards to those who lost their ID cards? view

Is the Minister in order to mislead the House that people do not follow up when I have personally gone to the registration headquarters and demanded to get the ID cards? While I was there, one of the secretaries was calling a Mr. Patel and saying: "Mr. Patel, your wife's ID card is ready. Where shall we bring it to you in Westlands?" Yet they could not send the ones for my constituents. view

  • 2 May 2006 in National Assembly: On a point of order, Mr. Speaker, Sir. I heard the Minister say that loans were made available to farmers. I would like to know whether they were availed through the AFC or the ADC. I want him to clarify this issue, because we would like the AFC to go to the ground and compensate pastoralist, who lost their livestock. They should find ways and means of financing farmers by giving them livestock rather than by giving them money. view

Member wanted was the legal status of the vehicles? It was directed at the Attorney-General and not the Minister of State, Office of the President. It was about the legal aspects of the cars. view
