  • 27 Apr 2006 in National Assembly: Yes, Mr. Deputy Speaker, Sir! May I also request that police officers be barred from harassing people until the Government gives a clear policy regarding the matter? view
  • 26 Apr 2006 in National Assembly: Mr. Speaker, Sir, the shortage of teachers in primary and secondary schools is very serious. Cap.211 of the District Education Boards Act clearly states that the function of DEBs is to superintend the functioning of schools. Would the Ministry allow the DEBs to employ teachers to replace those who die, retire or are interdicted? There is a serious shortage of teachers. view
  • 26 Apr 2006 in National Assembly: Mr. Speaker, Sir, in many of these areas including Kajiado District, families lost all their livestock as a result of the drought. We have seen people who owned hundreds of cattle, but have nothing now because all the animals died. Could the Assistant Minister waive the school fees for children in all the areas affected by severe drought? view

(a) Is the Minister aware that on 19th July, 2005 at Kabiyet Police Post, a police officer, Inspector Mohammed, took away a little boy, Cohen Kiplagat, then aged one and a half years? (b) Is he further aware that none of the child's relatives has seen him since? (c) Could the Minister inform the House where the child is and ensure that he is reunited with his parents and disciplinary action taken against the officer in question, for ... view
  • 25 Apr 2006 in National Assembly: Mr. Speaker, Sir, the Assistant Minister says that Inspector Mohammed was requested by the OCS to keep the child, Cohen, in his custody. Inspector Mohammed was the officer in charge of the station! There was no other officer! He made his own decision and took away that child. Why did he take the child to Eldama Ravine when he was transferred in December? That child has never been seen since July. Why did he not leave the child either at the Kapsabet Police Station or the Childrens' Department in Kapsabet? view
  • 25 Apr 2006 in National Assembly: Mr. Speaker, Sir, when a Government allows police officers to act as kidnappers and abductors of young children, then I say woe unto this nation, because we are becoming a nation of slave traders and abductors of children. What action will the Government take against Inspector Mohammed for declaring that he would keep the child because he has no son of his own? He has kept this child illegally from July last year to Sunday last week. view
  • 25 Apr 2006 in National Assembly: On a point of order, Mr. Speaker, Sir! view
  • 25 Apr 2006 in National Assembly: Mr. Speaker, Sir, I did not say "mtumwa", I said "utumwa", meaning slavery. That is what the child is going through now. Kama yeye hafahamu Kiswahili--- view
  • 25 Apr 2006 in National Assembly: On a point of order, Mr. Speaker, Sir. Could the Minister withdraw that remark immediately, because the Chair is not what he is calling it? view
  • 20 Apr 2006 in National Assembly: Mr. Deputy Speaker, Sir, I beg to ask the Minister of State, Office of the April 20, 2006 PARLIAMENTARY DEBATES 599 President the following Question by Private Notice.
