Mr. Speaker, Sir, I thank the Assistant Minister for the answer although this has been long outstanding. Initially, we were promised in 2009 that Sololo was going to be connected, but this never happened. His answer to part “c” of my Question is not precise. I am asking him when this will be done. But in his explanation, he says “if there will be no delay on the other side.” Could he be committal that by the end of August, 2012, as he has specified, Sololo will be connected with electricity?

Thank you, Mr. Speaker, Sir. While appreciating the Ministry and, indeed, thanking the Ethiopian Government for co-operation in this endeavour, the Assistant Minister has just stated that because of the source being in Ethiopia, our engineers are not able to cross over and work on the connection. In future, just in case some power failure from the source occurs, what steps has he put in place to make sure that there will be no blackout in Sololo? As he rightly said, our engineers will not cross over to correct the problems.

On a point of order, Mr. Temporary Deputy Speaker, Sir. Last week, I had a Question for this Ministry regarding power supply to Sololo and because they were not around, the Chair then barred them from transacting business in this House. Now that seemingly they may have been cleared to transact business, would I be in order to ask that my Question be reinstated so that I can get an answer to it?

Mr. Deputy Speaker, Sir, there are some parts of this country which have not been sub-divided and, therefore, farmers do not have title deeds. I am wondering what mechanisms the Ministry might be having in place to ensure that farmers who come from areas such as Moyale, Mandera and other places can access the same facility that farmers in other parts of the country access.
