I meant that centres like Moyale, Lodwar and Mandera are very many kilometers away from Nairobi. There are many workers here in the city who would like to travel there but the roads are impassable. Mr. Temporary Deputy Speaker, Sir, I have an issue with part “c” of the Assistant Minister’s answer where he has insisted that there is no provision for Kenyans to register as voters in a station of their choice. Voting is a constitutional right which must be exercised by every Kenyan and this can only be done by being able to register as a voter. I specifically want to congratulate the Minister for correcting a very serious anomaly which has been in this country since Independence. That is the Agriculture Act, Cap. 318 of 1948 which has been in place. This has been very discriminatory. Indeed, the Government has to address the question of all school dropouts, because it is becoming a problem to the country. However, with regard to part “c” of the Question, I would like the Minister to clarify something. When they set out to do recruitments countrywide, what serious affirmative action do they consider as a Ministry so that marginalized areas are not left behind because of performance as has been indicated clearly?
