In addition to what the Member for Lamu has said, the issue of floods is now a disaster in the three counties, namely, Garissa, Tana River and Lamu. We petitioned this House on flooding caused by KenGen and the House passed a resolution that the victims be compensated. Three-quarters of my constituency is now submerged in water. People are in Internally Displaced Persons (IDPs) camps. There is no tangible assistance from KenGen. They just give short notices. From the outset, I take this opportunity to thank the Chair of the Departmental Committee on Education and Research for bringing this policy framework. The ECD education should not have been devolved. The entire education sector from primary, secondary, colleges and universities is under the national Government. Secondly, I want to speak about education in general from the point of Arid and Semi-arid Lands (ASAL) and pastoralists’ children. I am speaking about them because they are children whose livelihood is determined by the climatic condition they live in. Therefore, there are gaps in law. (i) Is the Cabinet Secretary aware of a presidential directive in 2016, urging all parties concerned to open the Galana Watering Point Corridor in Garsen Constituency for access to water by livestock and wildlife? (ii) Is he further aware that the continued closure of the Corridor is a source of perennial conflicts between pastoralists and the Kenya Wildlife Service (KWS)? Speaker, I beg to ask the Cabinet Secretary for Transport, Infrastructure, Housing and Urban Development: (i) whether he is aware that the Garsen-Assa-Kone Road (C25) that links Kitui and Garsen Constituencies is in a deplorable state which worsens during the rainy seasons. (ii) whether he is further aware that the Gamba-Sailoni-Masalani Road was earmarked for tarmacking in 2017 but has not undergone any upgrading since then despite its massive importance to the region, and (iii) what measures the Ministry is putting in place to improve the state of the said roads.
