  • 25 Apr 2019 in National Assembly: Hon. Temporary Deputy Speaker, there is Kshs10 billion that has been mentioned. People died during the fight for Independence in this country yet nobody has compensated them. The Kshs10 billion should go to Turkana, Murang’a, Kibwezi and Coast for irrigation because the one million acre irrigation that we said we wanted to do as Jubilee Government has not yet been done. As we are building bridges, a large group of people that supported the Jubilee Government is feeling excluded. So, let those who are joining Jubilee through the handshake not feel like they are making any progress because they came ... view
  • 29 Nov 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support the Report of the Committee. I want to agree with most of my colleagues who have spoken here and particularly say that I am saddened as I make these remarks. If you look at this House, it speaks to the fact that Members are not taking up their oversight role seriously because if there is any single important report to this House, it is the report of the Auditor- General as examined by the Public Accounts Committee, which is mandated by this House. The Committee reports to this House. Therefore, ... view
  • 29 Nov 2018 in National Assembly: clear. Moving forward, it becomes very easy for institutions that are supposed to do enforcement work. Therefore, I want to see for once that the country is getting value for paying the Office of the Auditor-General. We are aware that it is an independent office. It is supposed to work independently. This House, I believe, has given sufficient support to the Auditor-General. I know the last term he was saying that he needed to be funded sufficiently and adequately to carry out his work. Therefore, I want to support that his office should be capacitated ably and sufficiently to carry ... view
  • 29 Nov 2018 in National Assembly: Yes, I would even adopt your description of the “passionometer”. But we also needed to measure the length of where the hearts are; the depths of the hearts, so that we can confidently say that we had enough support. Yes, “passionometer” could be a relevant word in that regard. view
  • 28 Nov 2018 in National Assembly: Thank you, Hon. Speaker. First, I want to thank theMembers of this House for the huge turnout today. We know that we have mobilised Members. What is not clear is whether the numbers that have turned out are supporting or opposing the Bill. I want to believe that they came to support this Bill. It is a constitutional moment that the country is engaged in. Therefore, I want to feel more confident in terms of the discussions and conversations that we have exchanged among the Members. Therefore, I want to agree with Hon. Duale that he needs more time to ... view
  • 28 Nov 2018 in National Assembly: I want to take the opportunity to thank the Right Hon. Raila Odinga, His Excellency Hon. Kalonzo Musyoka and Hon. Duale for a very serious approach to this matter. The female Members of Parliament worked overnight. We burnt the midnight oil last night. It is important to disclose and confess that. We had dinner in support of this Bill. The numbers that have turned up today will increase the number of votes that we need by taking out the matter today, but not to go the route that Hon. Kimani Ichung’wah or nominee No.001 discussed. For purposes of getting a ... view
  • 28 Nov 2018 in National Assembly: Thank you very much, Hon. Speaker. view
  • 27 Nov 2018 in National Assembly: Hon. Speaker, I rise to ask Question No.261 of 2018 to Cabinet Secretary for Interior and Coordination of National Government: - a) Is the Cabinet Secretary aware that a young boy, Master Juliano Kanyonyo Mbatha of 15 years from Gatitu Primary School lost his life through circumstances that indicate he was murdered during healing period after circumcision as a result of inability to produce an extortion bribe by mentors in Kandara Constituency? b) Is the Cabinet Secretary further aware that Master Evans Wanyoike Ngaruiya of 14 years was admitted at Maragua Level 4 Hospital and Master Nelson Njuguna is currently ... view
  • 21 Nov 2018 in National Assembly: Thank you, Hon. Speaker. I rise to support the Constitution of Kenya (Amendment) Bill (National Assembly Bill No. 4 of 2018). I will start with the position that pertains in the Constitution of Kenya. The speakers that have spoken here before me have referred to the Constitution and said Kenyans did enact, in the constitution, the two-thirds gender principle. In fact, they gave the Republic and the Government the responsibility to ensure that the principle is attained. With your permission, I refer to Article 27(6) of the Constitution which says that equality and freedom from discrimination require that we give ... view
  • 21 Nov 2018 in National Assembly: both affirmative and policy action programmes to ensure that women or the other gender that is marginalised is able to participate. That is also followed by Article 21 of the Constitution. Article 21 talks about implementation of rights and fundamental freedoms that as Kenyans, we gave ourselves certain freedoms and rights and put them in the Constitution and this particular principle is within the Bill or Rights. As a House, we are requested to assist the country in coming up with the framework that will have this particular legislation put into effect. Our role is actually very simple. We have ... view
