I seek your indulgence because I have arrived this afternoon to also pay my tribute to the former Member of Parliament for Kandara Constituency, who served more than four terms, 22 years. He was a devoted, astute and eloquent speaker. He left a huge mark of development in my constituency, which covered Gatanga and Kandara. We now have two constituencies, but we remember him fondly. I want to join this debate considering that we have had a serious standoff between the NLC and the Cabinet Secretary in the Ministry of Land, Housing and Urban Development. These two offices have appeared before the Departmental Committee on Lands. They have also appeared before the CIOC with a view to try and resolve the standoffs, the conflicts and lack of movement in terms of their mandates for this important work. Therefore, the amendments that are proposed in these land laws are timely. Hopefully, as we debate and finalise, we will remove conflicts and bring clarity in the implementation, so that the NLC’s mandate is clear. view
