He benefits because there is compensation given to the man whose wife is found to have slept with another man. The man is the one who gets the penalty, especially when he is a respondent in a suit.

Therefore, that compensation may not be for a criminal offence, but a man was actually penalised and was to compensate a father for impregnating his daughter, whom he was not marrying. That compensation was expected to, possibly, deal with maintenance. I am aware that now we have new maintenance provisions under the Children Act. So, I think my learned friend, hon. Hon. Temporary Deputy Chairlady, as I rise to support this amendment, but my concern is how this will benefit us. Economic zones have been created elsewhere, but my concern is how we can ensure that the Kenyan investors, especially the youth and the women, will draw from this even as we look at bringing in more investors. In markets like these, competition in terms of financial muscle or matters is a big issue. Hon. Temporary Deputy Chairlady, the point of order is that Hon. Duale is discussing new Clause 43B while the Mover has moved 43A. While I agree with what he is saying, he is ahead. Therefore, we are not able to follow.

Hon. Temporary Deputy Chairlady, I rise to support this amendment. It is timely because as other Members have indicated, as a national Government function, we are cleaning this particular provision in the Act and the functions of the Central Bank, such as reporting, is a job by the National Assembly. Of course, it is saddening that there was a complaint from the Senate noting clearly very well that it is not a function they can exercise, but just to be heard to say something against the work of the National Assembly.
