Thank you, hon. Temporary Deputy Speaker. Hon. Members from the CORD alliance are absent. They are still celebrating their win in the just concluded Makueni senatorial by-election. The reason as to why debate has been very sober today is the results of the Makueni senatorial by-election. I was hoping to hear hon. Kajwang say that the by-election was rigged but he has not said so because this time round, they won.

Hon. Deputy Speaker, I was urging the Chair to direct hon. Kaluma to withdraw the remarks he had made because they amount to hate speech. Such remarks should not come from an hon. Member contributing from the Floor of this House. He suggested that by this amendment, we are proposing to remove powers from the Office of the Inspector-General and transfer them to Central Province. That is unfair.

Yes, hon. Speaker and thank you. I think it would be a wrong assumption because I would like to just add value or comment, I sit in that Committee and I think it has not been very vibrant. Although I agree with hon. Mahamud that we have summoned the CIC twice, I think the presentations were not specific in terms of meeting the deadlines.
