Once people diversify, we will spread out risks. When we borrow here and put all our money in the same basket, and anything goes wrong, it will mean that we will lose. If the Government wants to stamp out and reduce corruption which is very rampant, it should give the Ethics and Anti- Corruption Commission (EACC) power to investigate, arrest and prosecute the suspects. Hon. Temporary Deputy Speaker, it is very naive and painful because we are giving the county governments a lot of money and yet, it is not well utilised. I hope this honourable House will agree with me that the funds we have allocated to the county governments, if they are well utilized, can develop the entire nation. On a point of information, hon. Temporary Deputy Speaker. I want to respond to my colleague who said that we now have 290 constituencies while previously we had 210 constituencies. When we set aside this money, it was for completing all the centres of excellence that had stalled in the 210 constituencies. As a Committee, we felt it is good we first complete them then in future if another project is rolled out, then it can cover all the 290 constituencies.
