I stand to support this Bill although I think in the Third Reading it needs some few amendments here and there. It is good that when we have this kind of body, which is going to do proper research. We know so much research has been done in Kenya in the universities, but it has never been harmonized. Once students do their research on very important topics, they defend their papers at the Masters or PhD level. But once they do that, that is the end of their research papers. ... view
• 1 Jul 2014 in National Assembly: problems in Kenya that can be sorted out because, before you research on a topic, it has to be a problem that you identify. After you identify it, then you start asking yourself what is it that you want to achieve from the problem that you have identified. That is when you come up with objectives. When you research, that is when you have different methodologies and whichever route you take, a conclusion and recommendation has to be done. • 19 Jun 2014 in National Assembly: Thank you, hon. Chairlady. I stand to support the Presidential Memorandum. Hon. Chairlady, the Cabinet Secretaries are the ones in charge of different Ministries. Therefore, they deserve respect because at the end of the day, they sit in their offices and perform their duties to make this country better. So, they need respect. As they drive around, people need to know that State Officers in charge of the Government have passed by. It is good, because, if there is traffic, police officers will clear the way for them, so that they can get to their offices and perform their duties. ... view

Even us, as Members of the National Assembly, we are not the accounting officers of the Constituencies Development Fund (CDF). We are just patrons of CDF and the job is usually done very well. Due to transparency and accountability, let the I-G not have those powers. The I-G can do a good job but let him not be the accounting officer. Thank you very much. view

We will deliver the response in three weeks’ time because right now we are dealing with the Mining Bill and the Water Bill. So, in three weeks’ time the Member can get his response. view

The reason we are having a lot of problems in administration is simply because we are still running this Government as if we are doing nusu mkate . We are trying to divide the work between these commissions, instead of consolidating all the work under one particular arm. The Police Service is command-driven and one that does not require separation of powers in order for them to operate properly. I, therefore, support all amendments. view

We could have done this like yesterday to have the agreements between the airlines and the countries. Therefore, our Government needs to sign these agreements so that we can trade with other countries. Hon.
