  • 22 Nov 2006 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. Before I issue the Statement, I would like to sincerely apologise to the House in that I was not able to issue this Statement last week. I was in my constituency dealing with the issue of floods that have struck the coastal parts of this country. However, I wish to issue the November 22, 2006 PARLIAMENTARY DEBATES 3833 Statement today. On Tuesday, 7th November, 2006, hon. Ojode rose on a point of order seeking a Ministerial Statement from our Ministry regarding cases of insecurity that have occurred in various parts of the country. ... view
  • 22 Nov 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, just give me five minutes and I will be through. On 10th October, 2006, the body of Martin Ochaga Chugu was found lying on a village footpath. The matter was reported to the police who visited the scene immediately. When the police contacted relatives to attend and witness postmortem examination, they refused and instead obtained a court order from the Homa Bay Resident Magistrate to have the body released for burial without postmortem. Police later received information that the late Ochaga was actually murdered. The officer in charge of Ndhiwa Police Station obtained exhumation orders, ... view
  • 22 Nov 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I wish to say from the outset that the issues before us are very serious because they deal with the lives of Kenyans. What I gave in my Statement was the genesis of the incidents that were raised by hon. Ojode. I went ahead to give details of arrests where they were made and I went ahead to assure Members and the country at large that we are taking all measures within our powers to ensure that where we have not made arrests, we will continue with our investigations until such time that we make ... view
  • 22 Nov 2006 in National Assembly: I would rather somebody came up with evidence that this particular incident was stage-managed instead of going round everywhere saying that the incident was stage-managed. It is not fair for us as Kenyans to keep on making such wild allegations. Mr. Temporary Deputy Speaker, Sir, as far as Kuresoi Constituency is concerned, I want to agree with hon. Cheboi that he came to my office and we had a long discussion about the activities that are going on in Kuresoi. During those discussions, which we held in the presence of the hon. Member for Molo, we agreed that they would ... view
  • 22 Nov 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to appeal to the House to join us in ensuring that we have adequate security in this country. We need to support each other and collaborate because irrespective of which side of the House one belongs, matters of security are paramount to all of us. We have no intentions of compromising the security of any Kenyan. So, all hon. Members are welcome to share with us any information that we could use to help this country maintain law and order. view
  • 22 Nov 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, we will pass that request to the Ministry of State for Special Programmes and ask them to deliver a Ministerial Statement either tomorrow or Tuesday, next week. However, if there are examination papers which are yet to be collected, I would like to know which centres are involved so that we can pass the same information to the Ministry of Education and also the Kenya National Examinations Council. view
  • 21 Nov 2006 in National Assembly: Thank you, Mr. Speaker, Sir. I wish to submit my apologies for being absent last week due to reasons that were beyond my control. Mr. Speaker, Sir, I beg to reply. (a) I am aware that Lare Police Station does not have a vehicle of its own. I am also aware that Mau Narok has a vehicle which is a Toyota Land Cruiser, GK A291E. (b) Due to shortage of resources, Lare Police Station shares a vehicle which is a Toyota Land Cruiser, GK 4613L, with the neighbouring Likia Police Station. Mr. Speaker, Sir, arrangements have, however, been made to ... view
  • 21 Nov 2006 in National Assembly: Mr. Speaker, Sir, I have already said that we are in the process of purchasing vehicles and the moment we are through, we will consider assigning a vehicle to Lare Police Station, alongside other police stations that do not have vehicles. view
  • 21 Nov 2006 in National Assembly: Mr. Speaker, Sir, the hon. Member knows that I am very serious. It is not the first time he is asking for a vehicle. He asked for a vehicle for a District Officer in his constituency which we provided and I promise that we will give him a vehicle. view
  • 21 Nov 2006 in National Assembly: Mr. Speaker, Sir, when we buy vehicles, we give priority to areas affected by insecurity, especially those affected by cattle rustling, banditry and other issues of insecurity. That is why I said that the moment we purchase these vehicles, we will look at all those police stations 3778 PARLIAMENTARY DEBATES November 21, 2006 in those areas and provide them with transport. view
